Training

Drugs and Alcohol
Blair does not tolerate drugs and alcohol on the premises, or the use of either while working.  We have the following polices in place: Pre-Employment Testing, Post-Accident Testing , Reasonable Suspicion Testing,  CDL Driver Testing, Random Screening

Health Insurance
Eligible to join the first day of the month after 60 days of employment.  Blair shares cost of premium for family or individual coverage.

Vision Insurance
Eligible to join the first of the month following 60 days of employment.  This plan is provided in conjunction with the Health Care Benefits.

Life Insurance
Eligible to join the first day of the month after 90 days of employment.  Company funded life insurance, with the option to sign up for additional insurance paid for by the employee.  Includes spouse and children also.

Flexible Spending Account
Eligible to join the first day of the month after 90 days of employment.  Reimburses employees for qualifying healthcare and/or dependent care expenses with pre-tax dollars.

Paid Leave
Blair provides Paid Leave to regular, full-time and part-time employees based upon their length of service with the Company.  Employees may use accrued Paid Leave for vacation, personal business or time off for a personal health condition in accordance with established policy.

Paid Holidays
Eligible after 90 days of employment.  Up to 9 paid holidays for regular, full time and part time employees.

Retirement Plan
Eligible after one year of employment. Employees can contribute up to 15% of salary. Plan includes various, self-directed investment options.  Blair matches 1:3 of the first 6% of salary contributed.  Eligible to participate after one year of employment.

Job Description:
TRAINING MANAGER
LOCATION: 5107 Kissell Avenue, Altoona PA 16601
SHIFT: First
 
 Reporting to the Sr. Administrative Manager, this person will be accountable for the development and implementation of training strategies, plans and processes to support organizational goals.  He/she will be responsible for all training programs for office, plant and field employees and must ensure that there are two programs operating in concert at all times: new hire training and ongoing developmental training.
 
Responsibilities:
  • Oversee the training function and conduct a variety of trainings with area personnel
  • Conduct training needs assessment for all positions, including office, plant and field
  • Develop a New Hire to Department Head (progression by role) training plan for all positions
  • Create new or identify existing training materials and instructional tools with appropriate delivery methods
  • Work with training providers to customize content to most effectively and efficiently meet organizational goals
  • Develop and execute post-training evaluations of trainers, materials and trainees
  • Develop, implement and manage a tracking system for recording the training plan and the training administered for each individual employee
  • Manage collection and reporting of employee-related metrics, including turnover, training hours and job satisfaction
  • Recommend potential training solutions for performance-related issues
  • Provide training support to Department Managers in responding to personnel issues
  • Continuously seek and support new approaches, practices and processes to improve the efficiency and effectiveness of training services offered
  • Respond to and resolve training issues and questions
  • Work closely with management to ensure that training policies, programs and processes are developed, implemented, communicated, credited and administered in compliance with organizational objectives and government laws / regulations / guidelines.
  • Keep informed on legislation impacting the organization’s training obligations
  • Manage a budget for company-wide training to deliver the most cost-effective plan
  • Assist in the management of key employee engagement projects
Job Requirements
  • Preferred: Bachelors Degree in Human Resources, Education or related; or 5 years related experience
  • Working knowledge of employee relations practices
  • Demonstrated leadership ability
  • Strong public speaking and presentation abilities
  • Strong verbal, listening written communication skills
  • Excellent interpersonal skills
  • Ability to work independently, be self-motivated and self-directed
  • Preferred: practical experience in developing training for skilled, technical and non-technical employees
